Since the 1996 passage of
the federal Sex Offender Registration Act (Megan's Law), most
states offer public web sites where residents can search for
registered sex offenders by name, zip code, county or community
. However, these searchable databases generally provide broad
results, making it difficult — if not impossible — for parents
and citizens to ascertain the proximity of sex offenders within
their communities.
Pitney Bowes' NeighborhoodTrac Family Protection System,
developed by Group 1 Software, is a geographic solution that
enables the state registry to deliver locationally accurate and
relevant information regarding nearby offenders. This powerful
search engine can determine the distance, direction and location
of registered sexual predators to specific places where children
may be present, including neighborhoods, schools, day-care
centers, playgrounds and more. NeighborhoodTrac's real-time
geocoding and geographic analysis also provides states with more
reliable verification that a sex offender has registered with a
real street name and address.
Intuitive, Interactive Address-Level Searches
The NeighborhoodTrac Family Protection System geocodes addresses
or intersections to the applicable street, zip+4, zip+2, or zip
code centroid level. Parents and concerned residents do not need
to know adjacent zip codes, cities or county boundaries to
determine if a registered sex offender lives in their
neighborhoods. Instead, citizens use the interactive address
lookup to generate a list of registered sex offenders based on a
specified distance from the address. This advanced analysis
helps citizens be more aware of sexual predators nearby and more
attuned to child and community safety..
Enhanced Verification & Notification
NeighborhoodTrac also supports community notification programs.
Residents can sign up to be notified via email or postal mail if
a registered sex offender moves into the neighborhood or a
specific vicinity.
In addition, states can use NeighborhoodTrac to verify the
information collected in their sex offender registration
systems. With real-time address verification, users can be sure
that the correct address and analysis is performed, and states
can more accurately confirm that a convicted sex offender has
registered properly by verifying that a real street name and
address range has been used
Reliable, Pertinent
Information about the Location of Registered Sexual Predators
NeighborhoodTrac utilizes a variety of geocoding and analysis to
locate and map registered sex offenders in relation to citizen
queries. Search results and reporting from NeighborhoodTrac’s
"search by address" can be generated with distance, direction,
mapping links, and complete sex offender information, all
sort-able by distance and name. Records in the reports can also
be linked to additional information about the sex offender
collected by the state.
Enhances Existing State Sex Offender Databases and Registries
NeighborhoodTrac enhances existing state sexual predator
databases by simply adding a "search by address" feature. It
does not replace the current system, and can be quickly and
easily integrated. Further, NeighborhoodTrac provides states
with more options to serve their citizens. NeighborhoodTrac can
be extended to generate a link from listed sexual predators to
an interactive map from one of Group 1's mapping partners.
